Autism Spectrum Disorder (ASD) is a lifelong, developmental disability that affects how a person communicates with and relates to other people, and how they experience the world around them. Children with ASD typically face challenges with social communication and interaction, and may have restricted and repetitive behaviours and interests (e.g., rigid thinking patterns, excessive interest in a certain topic). Two persons diagnosed with ASD may have differing levels of severity of needs. In Singapore, a child with mild ASD is understood to have lower support needs than a child with moderate-to-severe ASD. There are children with ASD learning in mainstream schools, Special Education (SPED) schools offering the national curriculum, and SPED schools offering a customised curriculum.

Intellectual Disability (ID) is a neurodevelopmental disorder that affects a person’s cognitive functioning and adaptive functioning. Children with ID typically face difficulties with their thinking and reasoning (e.g., ability to formulate ideas, reason, remember), and may experience challenges with independent living skills, social communication and interaction. It can range from mild to severe. Children diagnosed with mild ID or moderate-to-severe ID may take the customised curriculum in a Special Education (SPED) school that can support their needs.

Children diagnosed with multiple disabilities (MD) have two or more simultaneous impairments. This could include sensory impairments (visual and/or hearing loss) with cognitive and/or physical impairments (partial or total loss of bodily functions), including Cerebral Palsy (affects muscle coordination and ability to control movements). MD often coexist with medical issues that may be complex and evolving. Children with MD can learn in a mainstream primary school if assessed to have the cognitive abilities and adaptive skills to access the national curriculum, or take the customised curriculum in a Special Education (SPED) school that can support their needs.

Hearing Loss (HL) refers to complete or partial loss of the ability to hear. Most children diagnosed with HL can access learning across our mainstream primary and secondary schools. They can benefit from the use of assistive technology (AT) devices, such as a Remote Microphone – Hearing Assistive Technology (RM-HAT), which aid their ability to listen in the classroom. MOE Support is provided through:

Funding for AT devices, including RM-HAT systems
Itinerant school-based educational support services (ISS)

Some students may require specialised support for learning and/or independent living, and may attend designated mainstream schools or Special Education (SPED) schools. The type of school depends on two key factors: the student’s primary mode of communication (Oral or Signing approach) and cognitive abilities (i.e., whether they can access the national curriculum or a customised SPED curriculum).

Designated mainstream schools for students diagnosed with HL are equipped with specialised facilities and teachers with additional training, along with MOE funding for AT devices and ISS. These schools are differentiated by their communication approach – Oral or Signing. The Oral approach focuses on developing speaking and listening skills, while the Signing approach uses sign language as the primary mode of teaching and communication.

Students diagnosed with HL who communicate using sign language and require a customised curriculum may attend Lighthouse School (SPED School).

Visual impairment (VI) refers to partial loss of vision or blindness. It is an impairment in vision that, even with best corrected vision, adversely affects a student’s educational performance. Most children diagnosed with VI can access learning across our mainstream primary and secondary schools. Many benefits from the use of assistive technology (AT) devices, such as a text-to-speech software, electronic magnifiers etc., to aid learning in their classrooms. MOE support is provided through:

Funding for AT devices, including desktop magnifiers
Itinerant school-based educational support services (ISS)

Some students who require specialised support, such as braille instruction, may attend designated mainstream secondary schools or Special Education (SPED) schools. The type of the school depends on the students’ cognitive ability (i.e., whether they can access the national curriculum or a customised SPED curriculum), vision and other support needs.

Designated mainstream secondary schools for students with VI are equipped with MOE-trained Resource Teachers and school-wide infrastructural accommodations (e.g. tactile strips, VI resource room, etc.), along with MOE funding for AT devices and ISS.

Lighthouse School (LHS, SPED school) offers both the national (primary) and customised curriculum (primary & secondary) for students diagnosed with VI who require braille instruction. LHS students who access the national curriculum are taught subjects like those in mainstream primary school. After taking the PSLE, they may continue their education in one of the three designated mainstream secondary schools for students diagnosed with VI, where these students will then sit for the GCE 'N' or 'O' Level Examinations.
